Does anyone remember anything about a PSP plugin for MIPs? I know one exists - I've used it! But cannot find it.

I've never heard of that sorry but I was late to the party. 
Do you have PapyBMP?
Latest version can create 32bits MIPs (type 7) and is way faster than winmip when you need to convert many textures.
